As Hawkins and Benelli team up in Washington and pursue Mills across the US, Benelli offers Hawkins much of what he finds missing in his life. But Hawkins is too conflicted over duty and guilt to consummate the opportunity.

In the climax, Hawkins discovers the motive behind the killing, and justice finds Mills and his employer. Hawkins must part with Benelli to he return to New Zealand and resolve his emotional life, but what he finds there opens the door to an unexpected future. (excerpt)
